The SAAB coolant caps are an interesting design. They seem to work well, but they are sort of a consumable part. I have replaced that cap immediately on the 2nd, 3rd, and 4th 9-5's that I have purchased. At some point they cease to hold pressure up to the specification - loss of coolant out the reservoir can result. I experienced that on the first 9-5 that I owned, thus the replacement on the next three, since they were all purchased used.
I figure replacing every 60K to 100K miles is not all that costly. These cars' very visible coolant reservoir and cap are a GREAT deal better than many other cars. I can't think of any car that I've owned that has had as good a design - it almost make up for the water pump =).
