Sounds strange yes, but it is tough to guess without looking at certain live data to see if something is out of whack. Sure, it should set a fault code is something is really bad.
Do you follow the OBD2 drive cycle requirement to maximize your chances? Start up cold and long stretches of driving (4-5 minutes) at around 50 mph with as little gas pedal fluctuation as possible and then idle for 4-5 min and then drive again at 50 mph for 4-5 minutes.
Gas tank between 1/4 and 3/4 to satisfy EVAP system test.
How fast does the engine temp rise to normal 80-85°C? It should be about 3-4 miles at the most.
Is the rear oxygen sensor signal stable at around 0.5-0.6 V with hot engine and steady gas pedal?
