I had this same problem on my '99 9-5. I would get the smell of gasoline in my car at the same time that I would start getting the "Tighten Fuel Filler Cap" message on the display. It turned out that the fuel tank was rubbing against something on the bottom of the car and would ultimately get a small hole in it. My dealer replaced the fuel tank five times before I traded the car in.
I'm not saying that you are having the same problem, but if your dealership replaces the fuel tank because of a leak, I would suggest that you ask a lot of questions. "What did you do to prevent this from happening in the future?" is a good starting point.
Best of luck!
-Chris
