I have an '02 cosmic blue - and the paint is uniformly excellent. I've seen/driven-at-length/photographed silver Aeros, and again, the paint was excellent. This is not to say it's impossible to get bad paint, nor is it impossible that a bad painting got past an inspector.
What you describe could be a bit of contamination from the previous color, and Saab's "silver" is very senstive - since "silver" is essentially light grey with metalflake added.
You may need to have the zone manager approve the repaint, unless your dealer has a good relationship with the company. After all, once it's been painted, there's no "bad part" to send back for analysis.
