Ceramic fiber reinforced brake pads promise better performance in every respect than semi-metallic: lower rotor abrasion, less noise, less dust, fade resistance, longer life, and higher coefficient of friction (for quicker response). You can read about them in general at http://www.raybestos.com. Up until very recently there have been no ceramic pads available for Saabs, so there's no track record comparing them to, say EBC GreenStuff, for which there is a body of knowledge showing mostly positive experience.
I think within a couple of years, semi-metallic will be relegated to bargain-basement status, mainly on account of dust and noise.
Ceramic rotors (not directly mentioned here) are the holy grail of braking. THere are a few applications out there, and they are very expensive. These are actually a composite - metal matrix ceramic, where the ceramic slurry is absorbed into a sponge-like form, and on firing the "sponge" part burns off, leaving a porous part. That part is then filled with molten metal, like aluminum. The metal provides resistance to shock and cracking, while the ceramic provides high-temperature stability and resistance to wear. Right now the brake rotor is the last remaining big iron unsprung lump. Hubs, suspension arms, wheels, and calipers are all at least partly aluminum.
