well, I can add my $.02
I have a '99 9-5 LPT, with a manual trans. I found the 2000 upgrade ecu on ebay...a bargain at $335, and I borrowed a tech II and got it going on my own....in my opinion, the car now drives as it always should have...it feels quite strong, I have aero rims with wide sticky tires, and the car does quite well. Before I did the upgrade I was considering dumping the car and getting an aero, now I am quite happy, and will put off the aero purchase until the 2002 models come in off lease....I drool over the 250 hp and the sport seats....my wife has a viggen conv, and she like the 9-5 just as much (and she drives them both equally well, thanks (in part) to her various classes with skip barber).
my butt-dyno says it has at elast as much power as the HO motors in the 9-3, and in some ways it feels better than the viggen....the viggen is too stiff, in part due to the very low profile tires....the viggen clutch is stiffer than it needs to be, the upgraded 9-5 is quite strong...
oh I did a high perf exhaust and intake/air filter.
