NOt 100% sure about this, but I seem to recall that the bumper cover includes the black trim piece that you are referring to.Even if it does not, if the insurance covers this damage, they should be covering either the repair or replacement of that black trim piece as well as the repair of the bumper cover. I also am not sure what a "refurbished" bumper cover consists of, but chances are it is one that just received minor damage in a prior encounter with an idiot. In any case, this piece has to be painted to match your car anyway, so that should not really matter. One little hint I will suggest, is to make sure that they paint the bumper cover off your car, and before mounting the black plastic trim piece. Keeping your vehicle out of the spray booth eliminates the chance for overspray, which can be a pain to clean up.Another small detail I learned about when having to get repairs done to my ex-wife's car last year is that even when the insurance comapny agrees to pay for repairs to damage that is qualified to be covered, if there was existing damage on the same parts that are affected, they will claim that this represents improvement to the vehicle, and deduct for the value of the existing damage. Always worth documenting the prior condition of your vehicle when submitting a claim, possibly with digital photos taken on occasion.
