12 mpg city/34 mpg hwy--is that weird?

I expect significantly lower mileage while driving around the city (a real city, with stop signs or traffic lights on every corner), but does a (SID reported) mileage of 12.1 mpg on my 2000 9-5 (2.3 lpt wagon man. tran., 56k mi., tires at 39-40 psi) seem strangely low, especially compared to the 34 mpg I got last night on NJ Turnpike over 80 miles or so.
My point being, is there something that could be wrong with my car such that I have unusually LOW city mileage and quite good highway mileage? I got 14-17 mpg city all winter, and was under the impression my mileage would be better in warmer weather.
Many threads on mpg, I know, but nothing I found on this particular issue...
