That is an odd pattern, and very sub-par. I'd expect much better city mileage than that, my V6 automatic on its worst day still delivers 20+ mpg.
An experience I had with my 9kT was that general poor running and poor mileage, especially in cold weather, resulted from a thermostat that was stuck open. The car would never adequately warm up on shorter in-town trips and, as one result, ran very rich.
FWIW Saab uses a 3-position t-stat. Mine was stuck in the middle position, but would still open fully on longer runs.
Your problem could be something equally simple.
