Marc is correct. How could the car transmit GPS coordinates to OnStar if it had no way of receiving the data from the satellites? Does not compute!!
GPS works by the ground unit locking onto and interrogating 3 or more satellites, receiving a 30 second (approx) data stream from each, then computing a 3 dimensional "fix" (usually - you can select not to compute altitude in many GPS units).
I believe the OnStar box only gathers the data, then shoots it off to the Home Office for processing. I might be wrong on this, because I have never read a detailed description of how the black box functions.
