According to the Mobil site, http://www.mobil.com, the product data sheets show that the Mobil 1 0W-30, 5W-30, 10W-30 commonly sold here in the USA currently meets ACEA A1. The Mobil 1 0W-40 commonly sold in Europe meets ACEA A3.
I do not know if the difference is minor or major, or even if the USA products meet the standard but have just not been tested to the newer ACEA A3 standard.
The ACEA European Oil Sequence is a series of tests for engine oil viscosity change, shear stability, oxidation, etc. The current Grades are A1 and A3, A2 being better than A1. Grade A2 is no longer in use. See http://www.infineum.com/information/gaseng.html for more information.
