Occasional use of higher revs, in and of itself, shouldn't be much of a concern, provided that this is something he does from time to time. Your engine would still spend the greater part of its time at lower, less-stressful revs. (In the old days of leaded gas, it was actually a beneficial thing to stay on the gas occasionally, just to blow junk out, clean the plugs, etc. But clean gas and electronic engine controls have made this a thing of the past.)
The only *absolute* would be to notice the red zone on the tach. That's Saab's way of saying "don't go here". But 4500 or 5000 rpm is a safe distance away from there.
Personally, the only concern I would have has to do more with style than with revs. One can stay on the gas into the higher revs, and do so either gently or roughly. A good driver will do things smoothly, such that you won't be lurching around in the seat, fearing for wear-and-tear on your clutch. If his tendency is to do things in a herky-jerky way, that would be my concern, as it will stress various components.
It would be nice if he enjoyed the challenge of becoming a smooth driver, which really is one of the marks of excellence. (Saab shifters can make this a bit more of a challenge than perhaps it is in other cars.) If he were to become interested in that level of skillfulness, then you wouldn't be in the position of telling him to *not* do something, but would rather be in the more enviable position of encouraging him to do a *better job* of driving like a maniac ;-)
If he cares about being a high performance driver, and if he likes to read, there are various books by world famous drivers, including world champions, in which they emphasize the importance of smoothness when racing, where the *whole point* is to go fast.
