It seems like most jap cars run less then 10 PSI. I beleive the new 911T is abut 12 PSI as well. A friend has a old gen M5 with a turbo & over 400 HP (13.something in the 1/4 mi) & it's at 15 PSI with serious motor work.
Saabs motors are just designed to take lots of boost when compared to other manufacturers & also have ebgine management systems which can take it.
Also, going with a different turbo will cheange the boost thats needed. 23 PSI with a stock turbo could be like 15 PSI with a modified turbo. I had 18-20 PSI in my SPG & when I went with a hybrid turbo, 12 PSI was faster then 18 + :o)
