Rotors are shot if they are worn below the service limit (stamped on the rotor), warped, or badly grooved. Minor grooving from the pads is OK. Some folks turn damaged rotors, but my experience isn't good for turning Saab rotors and the mechanics I go to don't recommend it.
If the pads are shot, you might consider the possibility that the calipers have siezed. This can lead to rapid pad wear.
Replacing pads, rotors, and calipers is a reasonable DIY job requiring no special skills. The Bentley manual has details.
