Your best bet is a turbo parts car. There is a lot more to it than just adding a turbo. More boost means you need more fuel. Even if you stick on a turbo and keep the boost really low, you'll need to modify the fuel system. Turbo engines have a lower compression ratio so you don't blow them up when the boost gets high.
Remember, if you swap out the engine, you need to swap out ALL the rest of the stuff - plumbing, intercooler, APC solenoid. Get the fuel pressure regulator, ECU and APC box.
In the late '70's and early '80's folks, and some manufacturers (can you say Ford and GM?) just slapped turbos onto cars and pushed them out the door. Driveablilty sucked, and engines died left and right. It may have been 20 years ago, but that's why people today still think 'unreliable/expensive/boom!' when you say turbo. Saab has put 20+ years into turbocharging, and they know their stuff. It's complex. I've seen very few do-it-yourself turbo installations that performed well, much less promised more than a few months of operations before the big bang. So use as much of that good engineering as possible - grab EVERYTHING from the donor car. That said, it's a reasonable thing to do, assuming you have the equipment, time, and expertise. Is it cheaper? Depends on how much you value your time, and how quick you are. If you've never pulled an engine, or done major engine work, I'd pass. You can buy a pretty good, clean turbo car for maybe $1,000 more than an equally clean non-turbo.
