If the coolant reservoir is full, the system is bled, and there are no leaks, it may be that you have a bypass passage instead of a bypass valve.. I am pretty sure that all 900's from '91 on have the plastic bypass. Look at the heater hoses on the RHS of the engine bay above the alternator. There is a plastic piece which connects the 2 hoses. If it has a silver label on it, it is a valve and it has probably failed. If it has no label on it, it may be just a pass thru. I have 2 1992 models and have one of each. I am in the process of changing to the pre '91 hose configuration which does not have a valve. A cheap fix is to get a short section of 3/4" copper water line and a 3/4" elbow at the hardware store. Cut and solder short extensions (~2") to the elbow and cut a ~4" section of straight 3/4" line. Put these in place of the bypass and you will see heat again. My white 92 with only the bypass (no check valve) developed heat when running above 2krpm, but very little at idle. My red one with the valve developed reasonable heat, but not like now. If left on full it will bake you out. With ambient at 0-5F above and no bypass, I drive with the valve at 2/3 and the sunroof open!
