It depends on time vs money. The "BEST" is a new wiring harness, assuming Saab can provide one, but that's going to be pricey and will require a fair amount of time to install. The alternative is to replace each of the bad wires. When you dig into it, you may find that only selected wires are actually bad, so the total time to fix it up may not be all that bad.
Any wire that has crumbling insulation where you can see it probably has crumbling insulation where it's hidden, so it's probably best to replace the full run, not just the sections at the ends. To fix it up, peel open the wiring bundle(s) by removing tape, etc. wherever possible. Then solder the new wire to the end of the old making a nice smooth joint (tape if needed). Use the old wire to pull the new wire through.
If the connector to which the wire attaches can be disassembled, do so and install the new wire. If the connector can't be disassembled, solder the new wire to the end of the old extending from the connector and insulate with tape or shrink tubing.
