Dear Vlad:
The purpose of the hand brake is not to "do fun skids in the snow." Rather, it serves two important functions: as an emergency brake, it allows you to slow or stop the car if the hydraulic brakes fail (massive master cylinder failure?), and as a parking brake, it provides extra security to prevent the car from rolling (even though Saabs lock their transmissions when they're parked.)
The emergency braking function is the reason earlier Saabs had the emergency hand brake on the front wheels. Since around 80% of a Saab's braking effectiveness during deceleration is from the front brakes, it made sense to Swedish engineers to put the emergency brake there. In a hard decel, the weight of the car shifts more to the front wheels and the rear end gets light, allowing the rear wheels to lock up earlier (less braking effort) than the front.
You may never need to use the emergency brake lever on your car while it's moving, but if you ever do, you will be very glad it's connected to those front disk brakes. I wouldn't try to change it if I were you. If you want to skid around in the snow, get yourself an old Detroit iron rear wheel drive clunker and go have fun in an abandoned lot with it... but please don't make your Saab less safe.
