I guess it depends on how you define safety, John. Switching the emergency brake to the rear on the 88 and later Saabs didn't mean the cars were unsafe, and as you point out, the emergency braking efficiency loss is somewhat offset by the better brakes in those cars.
But I'd be willing to do a test against anybody with a rear-braked Saab, to prove the front-braked car can stop in a shorter distance from highway speed using only the emergency brake. Hauling up on the handle as hard as I can, I can't get the front wheels to lock up on dry pavement; whereas with a rear emergency brake, it's easy to do. I consider that an additional safety margin, even though its significance might not be that great in the overall scheme of things. I grant you, not many drivers will ever use their handbrake that way, but I think it's a good reason for leaving the pre-88s the way they are.
BTW, I never thought of using it to reduce wheelspin in slippery conditions! That's brilliant! Thanks for the tip on that one. :>
