Nope, they are definitely different... I've got at least a dozen different clusters in my garage from all sorts of years - from '79 to '90, and you can group them based on my previous explanation... Beyond that, if you check the parts catalog, you'll find that they do in fact have different part numbers which correlate to the same theory... My guess is that there are five generations - '79 to '82 b-motors, '82 to '84 h-motors, '85 to '87 h-motors, '88 to '89 h-motors, and '90 h-motors... in 1991 they switched clusters entirely. Those year groupings correspond to the part numbers in the catalog.
