Cold starting temper.

My '85 16v turbo will start and run fine as long as it is warm outside. but if I shut it off and let it cool down to the outside temp. then I can't get it to start again sometimes for a week. It has to be warm for it to start. never have this problem in the summer. only on the colder days of the winter. Sometimes I'll get lucky and it'll start if I don't let it sit too long into the night, and it runs just fine with the cold air. What on earth could this be, i've been told electrical, but i'd like some advice before I go sinking money into expensive electrical parts. Thanks.
