You can use dot3, but once you sort out the problem, you should probably replace the fluid in the whole system with dot4. That said, you should be able to find dot4, because most parts chain stores carry Castrol LMA which "exceeds" dot4 temperature specs. Even prestone makes a dot4 spec fluid.
Have you pulled the resevoir off of the master cylinder? How do the o-rings look? If the plastic is cracked you should be able to see it right at the connection stress points. If the o-rings are shot, even wiggling the resevoir could spring a leak. Why don't you get the o-rings and replace them?
