Need advice on replacing headlight bushings...

I must have done something wrong because I broke the headlight bracket. I got a new bracket now from a junk yard and am ready to try again. Just wanted to know what is supposed to go in what first. I had a lot of trouble fitting that round thing on the bracket in the bushing on the headlamp. I'm sure there is a better way. Has anyone done this before?
