I think they called it a bushing at the dealer. I call the black cone a pylon.
You don't need to remove the headlight if one of the bushings has totally failed.
If the bushing is loose enough for the headlight to float around and for the bushing to pop off the ball on the adjustment screw, as it was on my '88 900S and '88 SPG, then pop the bushing off the ball and use a thin knife to get enough space between the white bushing and the black pylon on the headlight to insert a flat bladed screwdriver. Pry (or as my British friends say, "prise") off the white bushing.
Put the new bushing in place and push it into the black pylon You may be able to use simple hand power to seat it in the pylon. Once it's seated, push the headlight assembly onto the ball using pressure from the palm of your hand.
This is how it was explained to me by my local SAAB dealer and it works quite well.
