According to the NHTSB, the best tires should be on the rear. The reasoning is that a spin will result from bad tires on the rear while bad tires on the front cause you to start going off to the front. A spin is oversteer, not turning as much as you want is called understeer. Understeer is considered safer than oversteer because understeer can be corrected by simply slowing down and turning more.

PS: All the Ford Explorers that flipped when a tire blew had the rear tires blow out.
