The best advice would be to put four new tires on at the same time. However, having once been a poor college student, I understand that two at a time is sometimes necessary.
There are two reasons to put the good ones on front. First, those are the wheels that steer. Two, they're also the wheels that supply power, and you need good traction there.
Maybe the advice to put them on the rear is good advice if you have a rear wheel drive car. Spinning those tires is likely to cause you to lose control. But on a car where the back tires a merely rolling, it makes no sense.
