I have the same problem on my 1991 TC. My indie Saab mechanic says that often on earlier heads, noisy lifters can come from a clogged oil tube that lubes the head (i think that's the right description). My car should have a newer style head that doesn't have the tubes, but the head gasket was replaced, and it's possible that the head was replaced with an earlier, oil-tube style head.
So, the upshot of that long-winded statement is this: 1.) You may have a clogged oil tube in the head (something about rubber gaskets being dislodged), or 2.) a faulty lifter.
My mechanic said that it really won't damage anything else, it's just an annoyance and robs some power... The oil tube thing is apparently an easy fix, a new lifter much more $$.
