control pressure

Does anyone know if the control pressure should rise 3-4 psi when you rev the engine ,and when I pump 10 psi into the warmup regulator and release it the control pressure drops from 50psi to 28psi and then rises very slowly back to 50psi, should this be slow or should it return to 50psi quickly
