Probably a sticky AIC. Clean it. Remove from car. Plenty of Carb cleaner and rotate the flapper to ensure that it is cleaned. Then a shot of synthetic lube (I use bike chain lube). When you are driving, the AIC is closed. When you drop the throttle, the throttle switch closes to tell the LH 2.2 that you are now idling and the AIC should regulate idle. It tries, the idle keeps dropping and the LH sends a signal to open the AIC more, then it unsticks and pops above 1000 rpm then settles down. This is my story and I'm sticking to it.
