Most likely a bad ground, and most likely at the rear lights. If the ground is bad, current flows through the bulbs, and instead of going into the ground, it comes back up through the turn signal bulbs. This causes all sorts of problems. Bad grounds at the back are common on all the 900 and 9000 range. You don't need a short to make things weird - just a bad ground.
Find the black wire from the light cluster and trace where it connects to chassis. Pull that wire off and clean those contacts.
