If you're talking about the place on the car - not the shock - where the shock is attached, then you could probably have it welded. I had this happen to me with a rotting 99 - happened in the rear.
Have the shop also check out the other side: if one side busts through due to rot, it's likely that the other is waiting to do the same. This is especially important if you're replacing the shocks, which will exert greater forces against the car, and promptly pop through the aging mounting point. Ask me how I learned this...
