I don't think so, Bill... it doesn't sound like the hooter at all to me. The one I have in there is the upgraded Bosch hooter I got from SPG9. I just went out and pulled vacuum on it with my MityVac pump and it's tight -- not a source of vacuum leaks, and it opens as designed.
After I went out and did this test I scratched my head wondering why I did it. Maybe it's because I'm tired and desperate, so I thought, what the heck? The function of the turbo bypass/hooter valve is to bleed off pressure when you suddenly go from open throttle boost to throttle closed (manifold vacuum). I believe it is designed to keep the turbo from spooling down too quickly, and to make certain the AMM is reading the correct mass of air entering the engine when the throttle is reapplied. A stuck turbo bypass valve might manifest itself in stalls after boost or slow spool-ups on repeated boost (throttle on-off-on) cycles.
That's not at all what's going on in my situation; a defective hooter would not cause the stall problem I'm seeing. Again, my situation is that when I'm coasting to a stop in gear (perhaps with brakes applied, but not always) and I put my foot on the clutch with the A/C on and the RPMs below 2K, the idle dips to the point of stalling. This is not a post-boost condition. The throttle is fully closed. Think of it as coasting down a hill in gear, your feet off the pedals... you get to the bottom, hit the brake and the clutch, and the car stalls. That's what's happening.
Every other aspect of the car's performance is normal. Boost performance is exceptional, as it has been for 1 1/2 years since SPG9 upgrades. Plugs are normal, correctly gapped, cap, rotor, wires good. AMM tests good. No vacuum leaks, idle vacuum is excellent.
I think I'm just going to replace the stupid AIC. It seems to be working, but maybe it's just too slow? I've exhausted other possibilities and I'm sick of punching the A/C button when I come to a stoplight. This is getting discouraging.
Thanks for the support, everyone.
