With our '89, what comes on is a separate bulb in the turnsignal cluster which is supposed to be a "front backup lamp". It's white, located aft of the cornering lamp, and the lens is made so it kind of shines backward along the side of the car. The idea is to illuminate alongside the car while backing at night. It's supposed to come on as part of the backup lights.
If you've got flaky connections in your healight & front turnsignal wiring, maybe this connects over to the headlights??
