I've never had any luck with JB Weld. SAAB had a bulletin about using epoxy to fill the corroded areas on the deck surfaces of the 2.1 engines. When I worked for a SAAB dealer we had a 2.1 that was corroded. The pitted areas were scraped clean and filled with JB. After following the directions it was sanded evenly with the deck surface. The cylinder head was sent out. Corroded areas were welded and then the head was planed true. The repair lasted a period of a few months. Luckily the customer was able to get a replacement shortblock assembly from SAAB under warranty.
The bottom line is that the 2.1 engine blocks are made of a subtandard material. From the beginning the 2 liter H engine and 2 liter 16 v engine had cast iron blocks with aluminum heads. I've never seen pitted deck surfaces on either engines. I've had 2 liter engines apart after over 200k miles where the factory hone marks were still visible and no wear ridge on the cylinders. After 60k miles on a 2.1 block the cylinders were polished and there was a definate wear ridge forming at the top of the cylinders.
The 2.1 engine came about after GM purchased 50% of SAAB. I think that GM management tried a different material to cut costs of manufacture. Replacement 2.1 short block assemblies are made of the same material as the venerable 2 liters.
The most effective repair for corroded deck surfaces is to plane the block.
