This was the Nox test right? It hadppened to me recently. I suggest you first get the oxygen sensor checked. It is the mostly likely cause, an easy job to change only depending on how hard it is too remove. You an get a generic Bosch sensor that fits rather than the SAAB one that makes it cheaper. If it is not this you can check the catalytic converter first by tapping it to get a sense of its integrity (i.e. not broek) then you can take it off and look into it. But I would go with the 02 sensor first because if it is failnig it will make the fuel mixture rich and up the emissions. I made the mistake of changing the plugs, air filter, cables, distributor, but it made it worse (not that I cared in the long run, because these parts were old). It is unlikely to be a vacuum hose leak, though worth a listen to just make sure.
