Water in trunk... Rust... crud...

I was disheartened to discover that there is water in the floor of the trunk of my '88 SPG. Not the carpeted section, but underneath where the spare tire is. There's no obvious point of entry for the water, but that's the least of my concerns... I saw some rust, so I took out all of the stuff in the trunk (spare tire and other assorted junk in there) and there's extensive rust all over the floor...
I've got tons of money in this car, plus somewhere between 1-2000 hours of my time in it. Sell it, keep it, sell it, keep it...
Well, I've decided to use POR15 (in silver w/ the metal stuff in it) to see if it'll save the floor. There's a section in the driver's side corner, by the backseat that seems to have rusted all the way through. I don't know what to do about that... I can hit it with the POR15, but I don't have a good way to deal with the rust that I cannot see....
Huge frustration...
