and see what you can get for it. in my book, base models in non -turbo are not considered a 'collectible' kind of car, which means its even MORE likely that after infusing a bunch of money and time into your car, you would never get much of a return if and when you sold it.
If you have a power problem you may have valve problems, so you are looking at fairly big bucks for a head gasket kit and valve work.
I'd put it on the market and see if any Saab guy comes along and needs it.
In the meantime look for a newer one for sale?
Or else if you have space and time, tear it apart and part it out, and keep a bunch of parts for your next Saab.
