Yes, the space is limited above the coolant tank, but consider this: I'm a fan of fabricating parts out of fiberglass, and I've looked at the possibility of making a duct that can channel air over to where it would easily direct air into the intake funnel, starting from that 2nd hood vent we both have. To work it would have to be narrow in height so as to fit in that space, and wide so as to allow as much air volume to flow through it as possible. When the hood is closed, I don't envision it as a snug fit between the constructed vent and the intake snorkle, but something which comes as close as possible. This way the hood can be opened and closed repeatedly without fear of wrecking the set-up. If the idea is to provide as much fresh outside air as possible from the hood scoop into the induction system while driving, this would certainly do it.
