with hoses disconnected, you should not be able to blow thru the large hose (which goes to intake manifold); if you apply vacuum to the the top (small hose) connector, it pops the ELCD valve open and you should then be able to blow thru the big hose. This valve assembly is pretty simple inside, it's just a plastic or cloth membrane that closes and opens under vacuum. If you remove the cannister, you can pry off the lid and disassemble/ clean it--- I had a pretty new cannister where the membrane became dislodged, and I was able to reseat it. This was th cause of a troublesome vacuum leak in my '87.
