There is no reason to buy a new turbo unless there was some mechanical damage to you old one. You are looking at $360 for the remand garrett you listed because you will need the internal wastegate. I had a turbo rebulit a few years ago and it was $250 for essentially the same thing.
As for doing it yourself, you will want to replace the o-ring where the oil discharge goes into the block and you will need the gaskets for the oil inlet and outlet on the turbo. You also might want to replace the gasket between the turbo and manifold but that is optional. It is fairly easy just remember to connect all the lines.. oil/coolant, and tighten before you tighten up the bolts that hold the turbo to the manifold.
If you wanna know if your turbo is on the way out Remove the intake pipe going from the airbox to the turbo inlet and wiggle the compressor wheel up and down, if there is a lot of play(there should be very little) or if the wheel is hitting the housing then you need a turbo.
Personally I dont like any oil discharge in the intake pipes because there should really be no detectable leakage on a good turbo, but others feel differently.
