bracket in spare tire compartment

What is that bracket type thing in the spare tire compartment? It's located just beneath where the took kit would be when the trap-door is closed. Is supposed to stabilize the took kit?
I'm getting rust and moisture in this area and I want to rip it out and seal it up. What does it do and any reason to leave it in?
