Some after market pulleys have a slightly smaller diameter hole and they go onto the crank shaft with almost press fit. You don't really feel that if you are using the pulley bolt to press it in.
Are you sure that you lined up the pulley properly on the key? That can sometimes be difficult to feel if the pulley is tight to begin with.
When seating a new crank pulley on the shaft I am very careful to check that I can push the pulley all the way in with my hand before installing the bolt. If not, I use emery cloth to polish the inside of pulley to make it a tad bigger so that it have a slide fit.
The only reason I do this is to make sure I can get it off again in the future if needed.
If you are lucky, you might be able to pry it off if you use two pry bars at the same time, one from below and one from above.
