Gauge should be "pinned" when the wire to the sender is grounded. If not problem is either in wire from gauge to sender, in power to meter or meter itself.
I would first pull the connector off the sender and ground the wire. Then remove the left speaker cover. Reach in the hole and push the main ahrness plugs on both ends of the cluster to make sure they're seated. If the meter jumps, you are all set.
If not, see if the meter jumps when you push on the small brass screw/stud behind the meter. If it jumps, tighten the nut. I think it's a 7mm nut and is not easy to get a wrench on, but not impossible. A small bike mirror helps you see in the hole while you're working.
If still NG, either the wiring or the meter are bad.
