Mine's a '90 also...
It's actually a relatively system to chase out.
There's a pressure switch on the engine side of the master ass. When the pressure drops below a certain level it grounds the ABS pump relay. The contacts close applying power to the pump. When the pressure gets high enough the switch opens removing power from the pump.
when the brake fluid light is on, and the pedal gets rock hard the pump should run. If it doesn't make a short jumper and bypass the relay contacts at the relay socket. Check bently for the correct contacts, I don't trust memory to specify them. When bypassed the pump should run when ever the ignition is on. If not, give it a stiff smack with something like a big screwdriver tip to see if it tries to run. If this is the case start prowling junkyards, or even look for a parts car. It may be cheaper to buy an entire car than the abs pieces.
When/if you find the bits you will need to be prepared to pull the entire master assembly: dash bolster, disconnect all the brake lines that connect the master to the valve body, unhook the pedal, reconnect & bleed, etc. Took me about 4 hours.
