Stiff Steering .. I'm stumped.

Car is a 900TC '93.
The steering feels stiff, to the point where is will not self center when you let it go while driving.
I think this came on gradually. I just did the ball joints and tie rod ends but I *think* it was stiff before then. I used a splitter on the tie rod ends so no hammering on the shafts to the rack!
With the front wheels off the ground it feels very stiff, engine off and a lot better engine on, but still not free and easy. There's a "springy" feeling to it so I doubt it's the shaft bearings. If it was the steering shaft I'd have expected it to feel like it was right there in the stering. I did the hair dryer/spray lube trick on the lower steering column UJ just in case.
I guess I could pop the tie rod ends just in case it's one of the new ball joints siezing up .. kind of doubt that or I'd have expected a huge difference between engin on/engine off with the power assist.
My gut feel it that its the rack itself binding .. the stiffness is pretty constant and not worse when cold. No leaks and no morning sickness in the rack. Has anyone ever seen a roack do this .. or have any other ideas?
