disconnecting tie rod ends taper pins from both hubs. Then try turning steering wheel without engine running, i.e. without rack power assist. If it binds, look at rack or intermediate shaft U-joints. Watch out for airbag clockspring before replacing intermediate shaft on an airbag car. Clockspring is expensive, as well as dealer time to reset airbag computer. If the steering wheel does not bind, then check range of motion of outer CV joints by manually rotating road wheel while wheel is angled in/out. If water has got inside outer CV boots, rust will make it very hard to turn wheels in and out as well as to turn them except when driving straight ahead. Rusty CVs should sound off and vibrate doing this. Fix for this problem is to R&R outer CV joints/grease/boots.
