voltage woes

91 900, new used alternator installed recently, same problem as old one still. I get good voltage with engine running and no load. With headlights on I get 12.2, then it slowly falls to 11.8 or so as I drive. I am thinking bad batter cables at this point. I have cleaned all the connections. I am kind of baffled and annoyed at this problem. The battery light never comes on, but I have a voltage gauge that is a constant reminder that something isn't right. Let me know what y'all think.
