I'd check to be sure the shutoff dampers and other seals on other places in the heating system are still solid. Lots of times the foam and rubber seals and damper seals will break up giving you partial or no shutoff of the defroster and face vents.
Another possible issue is that your doors may be leaking. Just about every Volvo 740-style vehicle did this, I know not how, but they just had a cold draft in the footwells. If the lower section of the dash is open, you may want to check that the supply duct for the rear floor vents is still aligned with its pipe. If it isn't, you're going to have cold feet and a nice, warm dashboard. Also be sure the pipes out the side of the heater core area (to the small side defroster vents) are intact.
