Joann Fabrics sells curly tacks meant for pinning covers on upholstery, with big heads. They don't fall out the way thumbtacks do.
But they pull through rotten headliner material over time, and if you drive with windows open. Space them closer and it's not so bad.
An idea I have had is, get some fabric you like and pin it up with those tacks, coming as close to covering it all as you can.
The headliner shell itself is a puffy sort of fiberglass board, not very strong, about 3/8" (1/4" at least) thick. What happens is, foam layer between cloth and shell breaks down and crumbles.
Another suggested quick fix I've heard is, cut all fabric away with a razor blade, then use a brush to crumble off and get rid of all the foam. Then paint the headliner, say with PVA primer as used on fresh drywall before paint. That's a nice neutral beige. Don't spill it on your cloth seats or carpet.
You can buy that headliner fabric, either online or from an auto upholstery shop. Do a search on here and you'll find all kinds of tips on how to drop the headliner shell out of the car, how to clean and prep it for recovering, what (3M) adhesive to use, how to handle cloth as you stretch it on, etc.
