Having both the ABS and Brake Fluid lights on means that the ABS pressure is low. No ABS pressure, no brake boost. This isn't like not having power brakes - it's worse, as you know. As Rob notes, that is most likley due to the ABS pump not running. There can be a few reasons for that - a blown fuse, a bad ABS pump relay, a bad pressure switch, or a bad ABS pump motor. Check the 30 amp fuses in the engine compartment relay box. Beyond that, troubleshooting becomes a lot more technical.
Yes, replacing an ABS pump can look pretty expensive ($1500 is the usual quote). That's the worst case, assuming a new module. That's why troubleshooting is a cheaper way to go.
If you can find a good mechanic that will work with you, make sure he/she does the electrical checks. It's pretty easy to simply jumper the relay and see if the pump runs.
IF the pump doesn't run, you don't always have to replace the entire module. A buddy of mine is going through that now, and found a place on the Web that claims to be able to rebuild the motor for about $150 or so. That's very reasonable.
